the ones i've played on in Romania have been made out of concrete. most wood would eventually warp because of the weather. I'd say first decide where you want the table to be built, look up the proper dimensions of a ping pong table, and then make sure the area you've chosen will be large enough. buy some rebar and stick it in the ground where you want the tables legs to be then construct forms around the rebar where you can pour the cement. I would say that 8 legs total will be necesarry, here's why: you'll need to dig a place in the ground or build a form out of wood, to make the table top, unless you have a crane or something to lift the whole slab of concrete, I'd divide the table in the middle, where the net goes across. that way the cement slabs are more reasonable sized. follow instructions on the bag of cement for proper mixing and preparing. for the surface you might look around at Home Depot or something to see what they have that would make the surface the smoothest, I'm thinking like driveway sealer or something like that. Don't hurry while the cement is curing in the forms, cause if you don't allow the cement to properly cure you'll have problems later on with cracks and stuff. using rebar in the table top will also reinforce it's strength and ensure a long life to your table.
